Because you can work in the same city for an internship while you get your J.D., you can take summer internships or work in small offices during the school year. Most law schools offer internships for law students as well.

If a government internships program is only offering interns, I recommend you learn some of the lingo and take advantage of the fact that you can graduate in a year to become an intern.
